Actually, they are moth in their larvae, rather than a worm. And they can be very harmful, as they can lead to death.
Their name in science is Thyridopteryx ephemeraeformis, and they take their names from the shape of their cocoon.
Their cocoon made out of a silk like thing, and they grow bigger in time. When a female drops her eggs in the shell, they die after in short time. For whole winter, the eggs stays in the Shell, and with the spring, they became larvae. Then they found a tree to hang themselves, and live inside a cocoon.
They may cause incredible damage to the trees, as they prevent their production. With their damage, the tree is open to any illness, and they die.

You can remove the bagworms, you may prun the damaged branches, or use pests to hunt them down.
